Abstract

The article focuses on the analysis of comprehensive programmes to support the development of small, medium-sized enterprises in Europe, China and USA and the definition of the basic trends in international incentive programmes. The authors formulate suggestions for the formation of an effective system of state support for trade and services in Russia subject to international experiences in legislative restraint expansion of large networks, strengthening coordination interaction of all elements of business support infrastructure, adapting tax policy and the creation
of an information service’s model.
