Abstract

The author considers the basic requirements of the World Trade Organization regarding the activities of information and communications technologies (ICT) companies in Russia. First of all, these requirements apply to the rules and regulations relating to operators’ activities, the
procedure of expanding cooperation with the foreign companies, development of equipment production and to development of services for the sale to foreign partners. Special attention is paid to the Information Technology Agreement, which Russia has not joined yet.
