Abstract

In the article, the authors examine the new terms of offering and using offset agreements in the trade in defense products. In particular, they point to the increasing requirements with regard to the fulfillment of exporters’ obligations and the introduction of heavy penalties. In addition, the authors emphasize the importance of bilateral cooperation between buyer and seller in the evaluation of commercial offers. Exporters expand the list of services offered, extending the offer of production and organizational technologies, including experience in the development and evaluation of commercial offers.
