Finding a Regulatory Balance for Highly Automated Vehicles in Russia

Abstract

The article explores the shaping of a balanced approach to regulating highly automated vehicles (HAV) in Russia, drawing on the existing experimental legal regime and international experience. It examines the potential benefits of HAVs implementation – such as reduced accident rates, increased productivity, and improved logistics efficiency – as well as key legal and technological risks. The paper proposes a regulatory model that outlines the allocation of roles and responsibilities among stakeholders, operator licensing, post-market supervision mechanisms, and an incident reporting system. Recommendations are provided for further refining of the regulatory framework and the development of HAVs in Russia.
