Abstract

The authors consider the trend of increased offset arrangements use in contracts for the supply of military products. They pay special attention to the analysis of the ways how importers assess various offers for the supply of military products based on offset agreements. The authors propose the way how to use evaluation of dimensionless characteristics of the elements of commercial offers in foreign trade based on the analytic hierarchy process elaborated by T. Saaty, i.e. when the buyer compares offers from different suppliers and chooses the most convenient.
