Abstract

The article deals with the problem of scientifi cally founded import substitution in the Russian Federation using international experience of licensing agreements. The article is devoted to the reconstruction and development of the domestic industrial and agricultural production at the level of latest global science and technology achievements, and elimination of Russia’s dependence on imports of the products important for the country. The methods of import substitution and evaluation of them are given. It is proved that licensing agreements provide an opportunity to produce the goods domestically and without restriction instead of importing them, under any sanctions against licensee countries.
