Abstract

In spite of the fact, that one of the main tendencies of international trade of mobile services is liberalization and transparency of international relations, in most countries mobile services market is under state control. Russian mobile operators are faced with increased competition on the internal and overseas markets. The situation is also difficult due to existence of different barriers: licensing, additional taxes, limited quantity of radio frequencies and so on. All these factors make companies skeptically consider the opportunities of external markets penetration and critically work out their strategies aimed at overseas expansion.
