Abstract

The article analyzes the main sources of funding for higher education in Russia and abroad. The authors investigate the principal mechanisms of public funding allocation used in the world: funding formula, performance contracts and the negotiated financing mechanism. Particular attention is paid to the analysis of funding for Russian universities. As a result, the authors identify the key global trends in funding for higher education system and potential extra-budgetary sources of funding for universities in Russia, such as endowment funds.
