Abstract

The author considers practice and single questions of the theory of application of non-tariff measures as the tool of trade policy and means of regulation of foreign trade in goods. Bases of international classification of non-tariff measures are given. Definition of the term «non-tariff measure» is given. The classification of non-tariff measures used in UNCTAD and in the WTO is shown. Methods of quantitative measurement of the effects of non-tariff protectionist measures are provided. In the article, WTO rules and norms relating to the main types of non-tariff measures are considered in detail. In the final part of the article, a number of practical recommendations are given.
