Abstract

The article describes some factors affecting the development of foreign trade of the state. The author emphasizes the changing role of non-tariff measures as a tool of trade policy. Particular attention is paid to non-tariff measures and foreign trade barriers related to customs formalities at the border. The analysis of the main international standards aimed at simplifying trade in goods has been carried out. The World Customs Organization concept of coordinated border management, developed also in support of implementation of the WTO Agreement on Trade Facilitation, is considered.
