Abstract

Currently France is one of the few countries which has a well-thought out and scientifically grounded energy strategy that distinguishes it from all other energy programmes of other countries due to its scientific character and all-inclusiveness. The concepts of government planning for the energy sector in France have a long standing background similar to Russia’s government planning experience inherited from the USSR. However Russia abandoned these concepts that resulted in the energy sector disorganization after an uncontrolled privatization process and some initiatives to implement new energy strategy programmes haven’t been successful yet.
