Analysis of EU cohesion policy: the case of Spain

Abstract

When Spain and Portugal entered the EU, they fell behind old members and suffered from regional disparities, therefore cohesion policy has become the core policy for the EU since 1986. Structural Funds and Cohesion Fund are the main instruments of the EU regional policy. Spain was always the largest importer of EU aids. In 2007 EU expanded to the East and due to statistical effect, Spain was no longer the most problematic member of the EU. The authors note that analysis of the cohesion policy of the EU might be also helpful in the case of the Russian Federation, as the country also suffers from regional disparities like Spain and needs global and in-depth measures to eliminate them.
