Capital investment - a key to modernization and fight against crisis in Russia

Abstract

The most important problem, discussed in the article, is promotion of the key role of investment in modernization, development and acting against the crisis processes in the Russian economy. The author points out that the current saving rates in the Russian GDP allow to increase substantially investment financing, but continuous and massive capital outflow from Russia limits noticeably investing activities. The author considers possible implementation of some foreign currency control measures aiming at curbing an excessive capital flight from the country. A broad set of currency control instruments provides the possibility to choose adequate policy measures.
