Abstract

The authors propose to consider founding documents of the intergovernmental nonprofit organization as a way of positioning its social responsibility and as a tool to ensure the conditions for social control. The analysis of the role of the ITU founding documents in its activities is made. Besides the authors give recommendations for changes to Article 1 of the ITU Constitution and describe advantages of participation (on the level of Member States and Sector Members) in the activities of the ITU.
