Abstract

In the article, the author considers the main causes of difficulties in the negotiation process within the WTO, emphasizes the importance of the Ninth WTO Ministerial Conference and pays attention to the change of WTO leadership. The positions of the parties are evaluated, basic provisions of the official documents are analyzed, and the main articles of the Agreement are stated. One of the important documents approved by the Conference is some sort of “mini-package” of decisions on the least developed countries. Besides, the final part of the Bali Declaration contains certain elements of the work programme of the WTO for the next few years. It consists of the rules on supervision of the execution of decisions and agreements and the programme for the unsettled issues of the Doha Development Agenda.
