Abstract

The article considers the current state and prospects for digital transformation of the national standardization system in Russia. The importance of standardization for international trade is noted. The authors propose the definition and 5 levels of digital maturity of standardization, based on the understanding of the interrelationships between the applicable format of the standard and the institutional conditions for its development, distribution, and application. Transformational and frictionless transitions between levels are determined. A model for assessing digital maturity of standardization based on 15 criteria in accordance with the stages of the life cycle of a standardization document has been developed. The testing of the model has allowed the authors to establish the current level of digital maturity of Russia’s national standardization system, identify the main issues and propose four stages of transition to the target fifth level. In view of new challenges, the authors propose a set of institutional and technological conditions for the continuous development of standardization, including the reform of the regulatory framework and methodology of standardization.
