The author examines the conceptual issues in the development of measures to modernize the Russian economy and in this respect analyzes the possibility of using international trade in licenses. On the basis of many facts the peculiarities of the agreements for international sale of licenses and know-how are revealed. The article describes the duties and rights of the seller and buyer of licenses, the subject of the license agreement, the territorial boundaries of its effect, notes the importance of establishing export restrictions on the sale of licensed products by the buyers, the conditions of restricting market competition. The author highlights the importance of equipment supplies for the development of new production. Much attention is paid to the pricing problems in licensing agreements, especially the differences between the pricing of licensing technology and the pricing methods in the trade in manufactured goods.
