Tariff protection and the losses it causes: empirical analysis for Russia

This article examines the dead weight losses due to Russian import tariffs. The authors consider the main approaches to DWL estimates and quantitative results for particular countries. The total welfare losses are estimated by the authors at $ 15 billion that approximately equals 0.8% of Russia's GDP. As a result of the transition period in Russia's accession to the WTO these losses will be reduced by 60% -70%. For political and economic reasons total DWL reduction is usually not possible to achieve.
