<p>The article explores the shaping of a balanced approach to regulating highly automated vehicles (HAV) in Russia, drawing on the existing experimental legal regime and international experience. It examines the potential benefits of HAVs implementation - such as reduced accident rates, increased productivity, and improved logistics efficiency - as well as key legal and technological risks. The paper proposes a regulatory model that outlines the allocation of roles and responsibilities among stakeholders, operator licensing, post-market supervision mechanisms, and an incident reporting system. Recommendations are provided for further refining of the regulatory framework and the development of HAVs in Russia.</p>
<kwd-group xml:lang="ru"><kwd>ВЫСОКОАВТОМАТИЗИРОВАННЫЕ ТРАНСПОРТНЫЕ СРЕДСТВА (ВАТС),</kwd><kwd>ЭКСПЕРИМЕНТАЛЬНЫЙ ПРАВОВОЙ РЕЖИМ (ЭПР),</kwd><kwd>МЕЖДУНАРОДНЫЙ ОПЫТ,</kwd><kwd>ЛИЦЕНЗИРОВАНИЕ ОПЕРАТОРОВ,</kwd><kwd>ПОСТРЫНОЧНЫЙ НАДЗОР,</kwd><kwd>ОТЧЁТНОСТЬ ОБ ИНЦИДЕНТАХ,</kwd><kwd>ДИСТАНЦИОННЫЙ ОПЕРАТОР,</kwd><kwd>БОРТОВОЙ РЕГИСТРАТОР,</kwd><kwd>РАСПРЕДЕЛЕНИЕ ОТВЕТСТВЕННОСТИ</kwd></kwd-group><kwd-group xml:lang="en"><kwd>HIGHLY AUTOMATED VEHICLES (HAVS),</kwd><kwd>EXPERIMENTAL LEGAL REGIME (ELR),</kwd><kwd>INTERNATIONAL EXPERIENCE,</kwd><kwd>ALLOCATION OF RESPONSIBILITY,</kwd><kwd>OPERATOR LICENSING,</kwd><kwd>POST-MARKET SUPERVISION,</kwd><kwd>INCIDENT REPORTING,</kwd><kwd>REMOTE OPERATOR,</kwd><kwd>EVENT DATA RECORDER</kwd></kwd-group></article-meta></front><back><ref-list><ref id="ref1"><mixed-citation publication-type="other" xml:lang="en">1.
